Manages the recruiting, selecting and hiring processes; training and employee development programs; advises and counsels managers while monitoring employee relations; interprets policies and procedures. The primary objective of this position is attracting, hiring, developing, motivating and retaining highly qualified and talented employees.

*Essential Job Responsibilities:*

  • Coaches and advises managers on all employee issues including placement, promotions, development, and discipline.
  • Provides direction to subordinate staff in order to achieve established department goals. Plans and organizes staff assignments; trains; motivates and evaluates assigned staff; reviews progress and provides coaching. Uses a participative management style and servant leadership. Conducts regular one-on-one meetings.
  • Proactively manages the talent acquisition process. Anticipates talent needs through communication with hiring managers and by analyzing trends. Develops effective initiatives to include sourcing, interviewing, selecting and hiring.
  • Acts as a strategic advisor to departmental managers on all HR-related issues, offering guidance and support to ensure effective management and compliance with organizational policies and regulations.
  • Provides mentoring and counseling to junior employees to foster professional growth and career development within the organization.
  • Spearheads innovative projects that drive organizational change and enhance efficiency, delivering impactful results across both the department and the entire company.
  • Directs the on-going recruitment of qualified candidates for open positions through internal postings and external recruiting.
  • Builds relationship with staffing agencies and determines the company recruitment strategy including primary sourcing agencies and temporary agencies. Ensures agreements are on file and updated as needed. Negotiates fee structures to control costs while at the same time providing a sufficient availability of qualified candidates.
  • Effectively uses an Applicant Tracking System for proactively managing recruitment campaigns of future candidates.
  • Manages the new manager briefing and new hire orientation process. Revises the orientation process and employment forms to ensure compliance and overall effectiveness. Monitors new hire materials and inventories.
  • Assists managers in the performance assessment and development process. Monitors submission to ensure employees receive on-going documented feedback.

Essential Job Responsibilities Continued:

  • Assesses the training needs of the company. Recommends programs.
  • Promotes company culture and positive employee relations by recommending, managing and participating in on-going activities and/or communication, i.e. field location visits, employee surveys and feedback (new hire orientation survey, 90 day orientation survey, exit surveys) picnic, best place to work contests, selection and ordering of promotional items, etc.
  • Conducts workplace investigations and recommends appropriate action to management. Offers advice and counsel to assist in resolving workplace grievances. Acts as primary contact for outside regulatory agencies with direction from Vice President Human Resources.
  • Manages the separation process by preparing documents. Assists managers in planning and organizing involuntary terminations. Conducts exit interviews and provides responses to unemployment claims.
  • Ensures all human resources records including personnel files, job files and applicant flow logs are maintained in accordance with statutory regulations. Reviews and approves completed records.
  • Coordinates with Houston HR staff to assist managers and employees with salary administration, payroll, benefits and disability issues.
  • Responsible for budgeting line items of direct responsibility including recruitment, hiring, advertising, training, and parties.
  • Administer and interprets human resources policies and procedures, and ensures compliance with local and state statutes.
  • Preferred experience managing HR functions within a unionized or represented workforce, including navigating collective bargaining agreements and maintaining productive labor relations.
  • Performs special projects as needed.
  • Performs job safely and participates in on-going safety awareness efforts.
  • Conveys positive and professional image to applicants and employees at all times.
  • Flexible based on need.
  • 5 -10% Overnight Travel
  • Interfaces with all levels of employees, senior management, CEO and outside vendors.

  • Adheres to established work schedule, attendance standards and is punctual to work and meetings.

Qualifications:

  • Ten (10) years minimum Human Resources experience, with experience in all employee related matters.
  • A commercial approach to HR, with the ability to deliver high employee satisfaction and think outside the conventional.
  • Demonstrated success in business partnering/advisory role and interacting with difficult/challenging employee situations.
  • Demonstrated success in EEOC mediations or grievances.
  • Considerable knowledge of modern theory, principles, and practices of human resource administration.
  • Thorough knowledge of selection, training, and employee relations.
  • Basic knowledge of employee classification, payroll, compensation and benefits.
  • Skilled in planning, directing, and administering personnel programs and systems.
  • Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public.
  • Ability to complete multiple, diverse tasks of differing priorities without close supervision.
  • Excellent written and verbal communication skills.
  • Strong presentation skills.
  • Outstanding management, administrative, and organizational skills.
  • Proficiency in the use and application of the following software:
    • Required: Microsoft Office Excel, Word, and Outlook.
    • Preferred: Microsoft Office Access and PowerPoint.

*Education Requirements:*

  • Bachelor's Degree from an accredited four-year university or college with a degree in human resources, business administration, industrial psychology, or a closely related field, or equivalent experience.

*Certifications, Licenses, Registrations:*

  • PHR, SPHR preferred.
