The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. Description of Job

We are seeking a strategic, visionary, and results-driven Chief Financial Officer (CFO) to lead and oversee DOLA’s Budget, Accounting and Financial Services Division and assist the Executive Director’s Office in the operations and strategic direction of the department.

Chief Financial Officer Position Summary

The office of the Chief Financial Officer (CFO), in conjunction with the Executive Director, Deputy Executive Director, the Chief Strategy Officer, the Legislative Director, the Director of Human Resources and the Director of Communications, provides agency-wide management and oversight of the Department. The CFO is the appointing authority of the Accounting and Financial Services (AFS) unit, which exercises leadership, coordination, and staff supervision over the following specific areas that provide administrative support to the Department: research, budget, finance, purchasing, contracts, risk assessment, fiscal compliance and other fiscal functions as determined by the Executive Director.

The CFO works in conjunction with department leadership in directing department-wide operations and developing strategic plans, mission, functions, and activities. The CFO coordinates efforts between divisions, between DOLA and stakeholders including the Office of State Planning Budgeting (OSPB) and Joint Budget Committee (JBC) staff, and implements department-wide initiatives and policies. The Finance Director is a member of the department’s leadership team and determines appropriate fiscal, operating, capital and staffing resources needed in DOLA’s administrative functions, approves departmental financial policy development, and is the DOLA representative to legislative authorities on budget and financial matters.

The Chief Financial Officer for DOLA is primarily responsible for:

Oversight of Financial and Administrative Functions:

  • As the appointing authority, manage, supervise and provide direction and support for each area of the Department that reports, directly and indirectly, to the CFO: research, budget, finance, purchasing, contracting, risk assessment and fiscal compliance.

  • Provide agency direction and management to each of these areas to ensure compliance with relevant federal and state laws and regulations and Departmental policies.

  • Provide leadership to encourage innovation and problem solving to ensure efficient and effective operations to provide good customer service to a wide range of affected stakeholders.

  • Oversee the formulation and preparation of the Department’s Budget Request and Long-Range Financial Plan as part of the executive and legislative budget process, including budget requests, decision items, amendments and supplemental requests.

  • Establish budget policy and analysis for the department, as well as new budgeting strategies and policy-setting models as required.

  • Guide development of the divisions’ budgets and staffing plans for all divisions to assure consistency with policy direction provided by the Executive Director.

  • Develop prioritization criteria for analyzing the Department’s roster of budget initiatives, especially as relates to balancing competing needs of DOLA’s divisions.

  • Assure that the Department is allocating its limited resources to the highest priority needs. In consultation with DOLA’s executive management team, develop strategies and over-arching philosophies which guide budget planning and implementation by the divisions.

    Problem Solving:

  • Work cooperatively with the executive leadership team to provide guidance in responding to a multitude of issues that require their input.

  • Provide leadership to encourage innovation and problem solving, to identify appropriate resources, and to streamline associated processes.

  • Oversee the creation, enhancement, delivery and evaluation of high quality financial services and products to internal and external users.

  • Develops short- and long-range work plans, goals, and objectives necessary to effectively manage DOLA’s financial services.

  • Developing and Maintaining Relationships with Stakeholders:

  • Advance agency agenda by establishing and maintaining relationships with internal and external stakeholders to build consensus in broad organizational policy areas and goals. These stakeholders include: DOLA staff, employee partnerships, staff from the Governor's office, legislators, legislative staff, leaders from other state agencies, and members of the public.

  • Negotiate and collaborate with officials of the Office of Strategic Planning & Budget (OSPB), the Joint Budget Committee (JBC), State Controller, Legislative Audit Committee, and the Department of Personnel & Administration (DPA) regarding financial, administrative, legislative, and operational matters related to the Department of Local Affairs.

  • Testify before legislative committees, the State Audit Committee, the Joint Budget Committee, and the Capital Development Committee regarding legislative, operational, and budgetary matters affecting the Department.

  • At the direction of the Deputy Executive Director, represent the Department to a wide range of internal and external stakeholders.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Nine (9) years of professional experience in state budget analysis, budget development and implementation, public sector management or administration (including budget formulation, execution, and analysis). At least (2) two years’ experience must have included supervising professional-level staff.

OR

Bachelor's degree from an accredited institution in accounting, finance, auditing, business administration, or closely related field

AND

Five (5) years of professional experience in state budget analysis, budget development and implementation, public sector management or administration (including budget formulation, execution, and analysis). At least (2) two years’ experience must have included supervising professional-level staff.

OR

Master's degree from an accredited institution in accounting, finance, auditing, business administration, or closely related field

AND

Four (4) years of professional experience in state budget analysis, budget development and implementation, public sector management or administration (including budget formulation, execution, and analysis). At least (2) two years’ experience must have included supervising professional-level staff.

OR

Doctorate degree from an accredited institution in accounting, finance, auditing, business administration, or closely related field

AND

Three (3) years of professional experience in state budget analysis, budget development and implementation, public sector management or administration (including budget formulation, execution, and analysis). At least (2) two years’ experience must have included supervising professional-level staff.

Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.

Preferred Qualifications:

  • State of Colorado budget and fiscal experience.

  • Experience with federal grants.

  • Experience analyzing, interpreting, and developing fiscal policy.

  • Five to seven years of knowledge and experience in Colorado’s State legislative process and long bill appropriation.
