Position Objective:

Provide Engineering Leadership for the development, testing, and deployment of Metro-North’s mission-critical Control Systems. These systems include but are not limited to the Centralized Traffic Control System (CTC), the Supervisory Control and Data Acquisition (SCADA) system, the Positive Train Control System (PTC) system, and the associated Fiber Communications infrastructure. Provide system oversight on the control systems Hardware infrastructure to mitigate Hardware and Software obsolescence. Liaise with vendors, other departments, and other agencies to ensure adherence to industry best practices for control systems.

Responsibilities:

  • Provide leadership in the engineering, designing, and implementation of hardware solutions for the CTC, PTC, and SCADA systems. Manage other Engineers in the design and modification of interfaces for new, as well as existing hardware systems.

  • Lead role in the design and deployment of the Communication & Signal Department services such as the SCADA upgrade project, CTC upgrade project, and the PTC implementation project.

  • Documenting project plans, developing staffing and cost estimates for planning and budget purposes, handling personnel and procurement issues, and developing presentation material for the Communication Signal Department initiatives. Implement programs to track system life cycles and make recommendations in order to avoid hardware or technical obsolescence.

  • Develop Scope of works, review and approve technical specifications for control systems hardware. Coordinate activities between the various departments and facilitate design, construction, testing, and commissioning of control systems infrastructure.

  • Lead role in coordinating and ensuring all systems comply with the recommended best practices by FRA, TSA, NYS, and MTA Cybersecurity groups.

  • Lead role in companywide initiatives, ensuring that the project outcome is technically sound and that the C&S department's objectives are met within the specifications, budget, and time parameters established by the project.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

  • Strong knowledge of Windows Server and Windows desktop deployment .

  • Strong knowledge of 49 CFR Part 236, subparts H and I requirements .

  • Strong knowledge of construction techniques and practices for cable and systems.

  • Knowledge of signal system design standards and practices.

  • Strong knowledge of communications design standards and practices.

  • Strong knowledge and experience in the integration of digital networks.

  • Knowledge of vital and non-vital wayside signal system hardware.

  • Strong knowledge of systems integration (software and hardware).

  • Strong knowledge of project management standards and practices.

  • Strong knowledge and experience in the integration of digital networks.

  • Strong analytical skills in order to analyze new and existing products, equipment, and/or procedures.

  • Strong oral and written communication skills.

  • Strong working knowledge of Microsoft Office and/or comparable applications.

  • Knowledge of CTC, SCADA, or other Industrial Control Systems (ICS).

  • Strong knowledge in deploying Virtual Machines (VM) and Storage Area Network (SAN).

  • Must be able to work in a high-profile/high-pressure environment.

  • Must be able to manage complex multi-discipline projects.

  • Strong knowledge of Auto CAD, Microsoft Visio, or comparable programs.

  • Strong knowledge of Microsoft Project comparable programs.

  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.

  • 24-hour 7 days availability required.

  • Valid driver’s license.

    Required Education and Experience:

  • Bachelor’s degree in Electrical or Computer Engineering . Demonstrated equivalent experience, education , and/or technical credentials may be considered in place of a degree.

  • Minimum seven (7) years of blended experience with Industrial Control Systems (ICS) - PTC, Signal and Power control systems, Office/Field radio communications, hardware configuration, and Operating Systems to include, but limited to:

  • Experience with Operating Systems installation, upgrades, and patch management

  • Experience working with Data Communications and Computer Networking Systems

  • Experience working with headend Office and Field testing, virtualization, backups, database, and Unidirectional Gateway technologies

  • Minimum five (5) years of experience managing a professional, diverse staff and/or managing projects.

    Preferred Education/Experience/Training :

  • Familiarity with Metro-North Policies and Procedures.

  • Familiarity with Metro-North’s ACRE and IBEW collective bargaining agreements.

    Other Information

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
