Bureau of the Fiscal Service Supervisory Financial & IT Programs Analyst in United States

Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Finance and Administrative Services. As a Supervisory Financial & IT Programs Analyst, you will supervise the FAS team in conducting analyses and managing complex reporting for all of ISS. Responsibilities As a Supervisory Financial & IT Programs Analyst, you will: Serve as a supervisor for several initiatives within Finance and Administrative Services. Provide leadership and technical expertise to team members on matters pertaining to financial management, budget formulation, costing and pricing of franchise services, and capital and strategic planning. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and or individual members in identifying the parameters of a viable solution. Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and or occupational specialization; adjust the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensure that each employee has an integral role in developing the final team product. Requirements Conditions of Employment A one-year probationary period may be required. A one-year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Public Trust - Background Investigation will be required. Obtain and use a Government-issued charge card for business-related travel. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes experience performing work that involves analytical, technical and administrative duties in support of financial management or budget formulation, leading process improvement initiatives. Examples of such experience could include: - Experience applying analytical and evaluative techniques to identify and resolve problems or issues that pertain to financial accounting systems; OR - Experience conducting briefings, presentations, and/or meetings on compliance related topics that impact financial systems; OR - Identifying, analyzing, and/or resolving budget and accounting related issues; OR - Providing guidance for the application of laws, regulations, and policies of budgeting and/or accounting; OR - Experience providing policy and process guidance on software related to financial services and financial regulation. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
